Gary Berry, SAC
Protective Services Divison – U.S. Department of Housing & Urban Development
Gary is the SAC, Protective Services Division, Office of Disaster Management and National Security, U.S. Department of Housing and Urban Development (HUD) where he provides protective services for the Secretary. He is also President of Tactical Awareness Group, Inc., a company that provides a wide range of executive and employee protection, security, and law enforcement training programs and services. He has more than 35 years experience and technical field exposure as an instructor and trainer in federal, state and local law enforcement, private and corporate security operations, and dignitary and high-profile protection. He holds instructor/trainer certification from the Ohio Peace Officers Training Academy (OPOTA) in London, Ohio where he has trained over 5,000 officers, and is a certified instructor at the Federal Law Enforcement Training Center (FLETC) where he has trained more than 8,000 federal law enforcement officers. Noteworthy among the training courses he has developed is the “Street Simulation Tactics” course which was developed to address individual safety of auditors employed by the Office of the Inspector General for Audit, U.S. Department of Housing and Urban Development. Since the origination of the course, Street Simulation Tactics has been tailored to accommodate the ever evolving civilian and corporate populations.

Rick has served as the global security director for two multi-national corporations with operations in 24 time zones, and has managed protection details around the world. He is the course developer and lead instructor in the Principal Protection Program at the Ohio Peace Officer Training Academy. He has security clearances with the US DoD and DHS, and serves as a board member of the American Board for Certification in Dignitary and Executive Protection, and an Advisory Council member for the Protective Security Council. Rick is the co-author and narrator of School Safety and Security; An All-Hazards Approach and a contributing author to Gruber’s Physical and Technical Security; An Introduction. He is currently completing a companion text for academic and certification protection programs entitled, Principal Protection; Lessons Learned. He has a Bachelor’s Degree in Criminology from The Ohio State University, has completed graduate work in Organizational Behavior at the University of Phoenix, and Crisis Management at the American Military University. He serves at the Union County (Ohio) Sheriff’s Office, as a reserve deputy and hostage negotiator, and serves on the Public Health and the Critical Infrastructure Protection Advisory Committees for Ohio Homeland Security, Ohio Department of Public Safety.
Michael H. Corcoran, Ph.D.

Dr. Corcoran was in the law enforcement field for over 34 years beginning in 1968 and the threat assessment field since 1970 when he entered the United States Secret Service. Completing his doctorate in 1979 in Behavioral Science, and utilizing his law enforcement experience, he specializes in identifying and handling potentially violent subjects. He does threat assessments, determination of true potentials of violence and criminal profiling and training for governmental agencies, cities and counties, law enforcement, Fortune 500 companies, school districts and healthcare providers around the world. Rudy Diaz
Chief Operating Officer, PICA Corporation
Rodolfo is Chief Operating Officer of PICA Corp and is responsible for directing and overseeing all operational activity of the company’s global business units. He has over 23 years leadership experience and has successfully and consistently led and managed global operations for both the private sector and the US military. Prior to joining PICA Corporation, he served with the Hewlett Packard Company leading the Global Anti-counterfeiting Program. While with Hewlett-Packard, Rudy was directly responsible for the worldwide interdiction of over $250 million in counterfeit products. In 2000, he served as Director of Corporate Security at Precision Response Corporation, a division of InterActive Corporation, one of the largest providers of global customer management, focused on business-to-business as well as business-to-consumer solutions for some of the world’s most popular brands. From 1994-2000, he also served as a managing director for Pinkerton C&I, leading operations for both the Chicago and Miami offices providing security consultation, corporate investigations and business intelligence to numerous Fortune 500 companies. Rudy, a graduate of Marquette University with a BA in Criminology, was commissioned in 1989 as a Second Lieutenant in the United States Marine Corps. As an infantry officer, he served in Operation Desert Shield/Storm and was selected to participate in special operations in Latin America. He was twice awarded the Bronze Star with combat distinguishing device (V) for heroism.

Fred is Vice President of Andrews International, the largest privately-held, US-owned global provider of security, consulting and investigations services. He regularly organizes security teams to provide direct intervention in a variety of potentially violent circumstances, especially in the workplace. He is a former Michigan police officer, is an American Society for Industrial Security Board Certified Protection Professional and three times past chairman of the Southwestern Michigan Chapter of ASIS International. Frank has over 20 years of international experience providing personal protection, intelligence gathering, counter-terrorism operations, surveillance detection, threat analysis, and security training in both the private security sector and the U.S. Military. He has worked for the US Department of State’s Anti-Terrorism Assistance (ATA) Program to train foreign protection agents in VIP protection and VIPP-TST (Tactical Support Team) courses, and helped rewrite the PNL (Protecting National Leaders) course. He served Blackwater Security as their Lead Instructor for the Protective Service Details (PSD) High Threat Protection Training program. Erik runs the worldwide security/intelligence operations center at the World Bank. He has worked on projects in the United States, Canada, Europe, Africa, and the Middle East for the private sector, the U.S. Department of Homeland Security, the U.S. Navy, several publishers, and local governments. Erik is a Certified Emergency Manager®, Certified Protection Professional®, and Project Management Professional®. He earned Advanced Professional Series and the Professional Development Series recognitions from the Federal Emergency Management Agency. He is a Nationally Registered EMT-Paramedic, a certified Fire Officer III and Fire Instructor III, a hazardous materials technician, and a law enforcement officer. In 2009, Erik was appointed to the U.S. Department of Homeland Security Science and Technology Directorate’s First Responder Research, Development, Test and Evaluation Coordinating Working Group. Erik served as the Director of the Operational Improvements Division of the Office of Mayor Anthony A. Williams in Washington, D.C. On September 11, 2001, he helped manage the District’s Emergency Operations Center, and later developed the District’s “First Hour of Action Plan for Senior Officials.” He was a key liaison for the Mayor and City Administrator in the intergovernmental response to the Anthrax attacks of 2001. Prior to joining the Williams Administration he was the Director of Local Government Studies TriData Corporation, a public sector emergency services management consulting firm. He completed the Program for Senior Executives in State and Local Government at Harvard’s Kennedy School of Government, has an MBA from Georgetown University, a Master of Public Policy from Georgetown University, and a B.A. in Urban Studies from Columbia University.

Lenny is the Global Security Manager and Chief Security Officer (CSO) for The Scott’s Company. He is responsible for the identification, development, implementation, and management of global security strategies and programs. This includes providing consulting and compliance subject matter expertise, including US Department of Homeland Security initiatives; overseeing corporate ethics investigations; travel and operational risk; and executive protection for the enterprise. John has been with the U.S. Government for over 20 years and on a protective detail since 1994. He served in the U.S. Coast Guard for eight years, five of which were as a protective services specialist in the Office of the Commandant. In 1999, he was hired as a Special Agent assigned to the U.S. HUD Secretary and served as shift agent, lead advance, and detail leader. In 2006 he was named Chief of Operations for HUD Protective Services. His duties include advising the Director and SAC of the daily operations; liaison with law enforcement; manage budgeting of foreign missions; meeting with the Secretary, the Secretary’s Staff, the Chief Financial Officer’s Office of HUD, the Director of HUD OSEP, the Department of State, overseas U.S. Embassies/Consulates where the Secretary travels; working with the HUD physical security branch and contract security force to conduct surveillance and counter-surveillance operations; serving as a protective agent with additional operations responsibilities for planning, scheduling, and coordination of day-to-day security in DC, the United States, and abroad; and training HUD OIG agents used to support the division while on foreign and domestic missions.

Gordon McIntosh is the Program Coordinator, Corporate Security Division for the World Bank Group. The Bank’s Corporate Security Division has responsibility for the protection of staff and physical assets in Washington, DC, 200 overseas country offices and for 1,500 staff traveling worldwide on a daily basis. Gordon’s portfolio encompasses management of the units responsible for intelligence & analysis; policy & governance; strategic communications & training; resource mgmt; information systems; pre-employment investigations; security systems; and fire life safety. In 1999 Gordon established the Bank’s first protective security operation and managed the program until 2011. During this period he conducted twenty domestic and forty-five overseas protective missions in more than fifty countries. Marissa is a Manager in PwC Advisory’s Forensics Services Group, where she has developed the Organizational Resilience business offering for government, non-profit and corporate clients to re-align their strategies, personnel, and systems to become more agile as they operate in and respond to increasing complexities in global markets. Her work has included assisting clients in managing business disruptions in the Middle East during the Arab Spring, creating crisis management programs, business process re-engineering, crisis communications plans, and change-management programs to address human capital vulnerabilities. Marissa joined PwC from a global investment bank, where she was the deputy global head of an operational risk and intelligence team with a focus on emerging markets in the Middle East and Africa. She has worked on site in Algeria, Dubai, Turkey, South Africa, Nigeria, and Ghana to identify risk issues, and provide operational risk assessments and crisis management strategies, and as the risk manager liaison on numerous crisis management teams, including the 2008 Mumbai attacks. Prior to PwC, she spent six years as an Intelligence Officer, specializing in money laundering, terrorism, and organized crime in Africa, the Caribbean, and the Middle East. Bob retired as a Major and Chief of Detectives from Maryland’s Baltimore County Police Department where he acquired a broad range of training and experience in crisis management leadership, executive protection and criminal investigation. Patrick is a former Marine whose 23 year law enforcement career began in 1966 with the Coos Bay Oregon Police Department, followed by service with the Alaska State Troopers and the Valdez Alaska Police Department, where he was the Chief. His private sector career spans more than 20 years, the entirety of which was spent with ExxonMobil. During his tenure there he served as the onsite security coordinator for the Exxon Valdez incident and response, the company’s focal point for all security matters in the Western US and Alaska and, later, was directly responsible for the safety and security of two successive CEO’s.

Ray Thomas, CISSP, CBCP

Ray developed and currently leads Booz Allen Hamilton’s Business Assurance program. The program coordinates the firm’s crisis/emergency management, business continuity, and international security and risk management activities in the United States, Europe, Asia, Middle East, and South America. Ray led the corporate response to numerous incidents affecting Booz Allen staff, offices, and operations, including the 2011 Japan earthquake and tsunami, H1N1 (swine) flu, Mumbai hotel attacks, Hurricanes Ike, Katrina, and Rita; London subway bombings; Madrid bombings; Indian Ocean tsunami; and terrorist attacks in Saudi Arabia. Before coming to Booz Allen, Ray served 14 years in the US Army Special Forces (Active Duty and Reserve), where he was an intelligence and communications expert operating in Europe, Russia, South America, and Afghanistan.
